Seikatei was built by the Hokkaido Development Commission in 1889 as a reception hall for the distinguished guests. The Emperor Meiji visited here during his trip to Sapporo in 1881. The building features both Japanese and Western style. It is located in Kairakuen park, the oldest park in Sapporo.
