Sugamo is amazingly spot where many older visit. You can enjoy street Japanese food and see the good souvenir goods.

while waiting for Tetsu, take a stroll down here. recommend trying the senbei shop. not too crowded, lots of older folk, feels more local, and stop by Koganji Temple
