Graham's is an institution up here. I love it because it is soooo local and as a bonus, the food is good - beyond burgers &beer(though those are first rate) Fries are outstanding.

Bellingham/Fairhaven are great to visit - lots of local art shops, food, drink.
If it's rainy at Baker, drive to one of the coastal parks. The most beautiful drive in Washington (IMO) is the Chuckanut Drive - fantastic.
